UBHC Executive Committee Meets to Discuss 2017 Legislative Session
During their monthly meeting, the UBHC Executive discussed the focus of 2017 Legislative Session and those important issues during the interim. The Board tasked the Finance Directors to determine the true Medicaid match need at their last meeting. Finance Directors has put together a smaller group that will meet next month to come up with a proposal that will then presented to the Board during their meeting. Another UBHC legislative priority will be to expand the civil beds at the State Hospital, which the committee discussed the additional needs for forensic beds to match those civil beds. Finally, UBHC is looking deeply into NACo’s Stepping Up campaign to determine how to be more involved.
During the Interim, it was reported to the committee that the Health and Human Services Interim Committee will be concentrating on opiate issues. There has also been the formation of a medical marijuana committee. These are both topics that UBHC is extremely interested in and will work to be included on.
Department of Health Holds Public Hearings on Medicaid Expansion: The Department of Health has held several public hearings on Medicaid Expansion over the last couple of weeks. The Dept is holding these meetings to receive public input on the parameters for each of the different populations. The Dept is looking to serve a different each of the four priority populations:
- Those families with children between 45-55% of FPL
- The chronic homeless
- JRI populations with behavioral health disorders
- Those with behavioral health disorders
In order to ensure that the Expansion will include populations from each of these categories, the Dept of Health is defining certain groups within the last three populations that will be the focus of the waiver that will be sent to CMS.
